* WHAT...Very cold wind chills expected. The cold wind chills will
cause frostbite in as little as 30 minutes to exposed skin.
Expect wind chills around 20 below zero through early afternoon.
Even colder conditions Sunday night through Tuesday morning
will result in wind chills of 20 below to 30 below zero.
* WHERE...Portions of central, north central and northeast
Illinois.
* WHEN...until 1 PM CST this afternoon, and then again from 9 PM
Sunday to noon CST Tuesday.
