THREATENING WIND CHILLS WILL OCCUR THROUGH TUESDAY MORNING.

* WIND CHILLS...30 BELOW ZERO THROUGH MIDDAY TUESDAY...WITH A
PERIOD OF 40 BELOW TO 50 BELOW ZERO THROUGH MONDAY AFTERNOON AND
AGAIN EARLY TUESDAY MORNING. THESE FORECAST WIND CHILLS ARE THE
LOWEST IN NEARLY 20 YEARS.

* FROST BITE AND HYPOTHERMIA CAN OCCUR IN A MATTER OF MINUTES.

* TEMPERATURES...LOWS 15 BELOW TO 20 BELOW ZERO THIS MORNING AND
AGAIN TUESDAY MORNING. POSSIBLE RECORD LOW HIGHS OF 10 BELOW
TO 15 BELOW ZERO MONDAY.

* OTHER IMPACTS...STRONG NORTH TO NORTHWEST WINDS OF 20 TO 35 MPH
WILL CONTINUE TO RESULT IN SIGNIFICANT BLOWING AND DRIFTING
SNOW...REDUCING VISIBILITIES AND MAKING MANY ROADS IMPASSIBLE.
