ARE CALCULATED USING MULTIPLE SEASON SCENARIOS FROM 30 OR MORE YEARS
OF CLIMATOLOGICAL DATA INCLUDING CURRENT CONDITIONS OF THE RIVER...
SOIL MOISTURE...AND 30 TO 90 DAY LONG-RANGE OUTLOOKS OF TEMPERATURE
AND PRECIPITATION.
